「二次販売の開始時」は？

Due to high levels of demand in the first sales period, individual tickets and TST series will not be available at the start of the new period for the following nations: Germany, Argentina, Brazil, England, Ireland, Italy, Japan, Mexico, Netherlands, Portugal, Spain, Sweden and the USA.

気になるのはat the startのところ。「二次販売の開始時は」という意味だとすれば、開始からしばらくたてばavailableになるという意味にとれるが…。一次で当たったのに入金手続きをしなかった人が出た場合に回ってくるということか？　違うだろうな。「二次販売を始めるに際して」という、単なる断り書きと解釈するのが残念ながら妥当。
ということで、二次はなんとなくセネガルでいってみようかと。
